Important: contact Westchester Board of Legislators
On Monday, Sept. 13 we will be addressing some members
of the Westchester Board of Legislators regarding the creation of a
traveling animal act ordinance. This subject is now before the "Community
Affairs Committe" headed by Legislator Jose Alvarado. We want to move it
out of committee.
Unfortunately I have been informed that, contrary what
I hoped, the Westchester Board of Legislators can only ban traveling animal
acts on county-owned property. I had hoped that they could enact a
county-wide ban, as opposed to having to address each separate municipality
in Westchester, of which there are several.
HOWEVER: this would include the Westchester County
Center, longtime host of the 'Royal' Hanneford Circus here, as well as a few
other county-owned properties. And, as I see it, it would be a plus for
Westchester County to take such a position. Westchester is a rich (i.e.
powerful) municipality. And, of course, the legislators will go back to
their respective venues with an education and, hopefully, an inclination.
PLEASE CONTACT THE LIST OF COUNTY LEGISLATORS BELOW; in
this instance I see no problem with one letter being cc'd to the others.
The primary issue to stress is public safety and health. Cite Westchester
County having been served with a NOTICE OF DANGEROUS CONDITION, which
enhances liability. Also, the Hanneford Circus tried to sneak TB-infected
elephants into a performance in 2000 - we dwelt heavily on that fact in our
leafletting this year:
