OPTION TWO:
CHAP submitted to Akron Council as humane, successful alternatives to their kill/kill, nonproductive ordinance

Program Description:
Participating Veterinarians would be paid an agreed upon sum to sterilize an
agreed upon number of owned cats belonging to low-income families and feral
cats within a certain timeframe.  A coalition of humane organizations and
participating veterinarians would promote the program to targeted areas.

Expenses:
$40,000 Veterinarians (1,000 cats @ $40 per cat=$40,000, includes rabies shot)
$20,000  Part-time Coordinator to mediate cat complaints and refer to Vet
program
$10,000 Education program on responsible pet care and the importance of
spay/neuter
$70,000 Total

Staffing:
A possible option would be to hire a full-time Coordinator as an independent
contractor or City employee to handle mediation complaints and help trap
ferals for a TNR program.  This would influence the cost of the program. 
What price vets are willing to do surgery for will influence the price (the
proposed cost is within the price range of SPAY/USA and Friends of Animals
discount program).
