Seven puppies who had been in the home of Ashley Council, a student part-time clerical employee of the Veterinary Teaching Hospital, were found beaten to death in a box bearing a shipping label addressed to Ashley Council. A steel pipe was found on top of the box.  

The petition calls for the Athens-Clarke County DA to vigorously prosecute and seek maximum penalties, with provisions that Ashley Council be forbidden to ever own or work around animals.

"If convicted, Council faces up to five years in prison and a $15,000 fine per felony count."
