The Wildlife Penning Prohibition Act, HR 6988, brings to light a type of dog fighting that has not been addressed before. Wildlife, coyotes, foxes and other animals, are trapped and then transported to pens with no means of escape. Hunting dogs are set loose in the pen for training and entertainment purposes--where prizes are given to the owners whose dogs kill or maim the most animals in a span of time.
While hunting dogs have traditionally had special consideration under the law, setting them aside from companion animal protections, the slaughter of wildlife by dogs under these conditions is unconscionable and must stop. The entire country has taken a stance against the fighting of dogs and other animals. This is just a variation on animal fighting where the victims have no defenses or means of escape.
