Chicago Poised to Vote on Elephant Welfare Ordinance

An ordinance to prohibit the harmful treatment of elephants within the city limits will be coming up for a vote before the Chicago City Council in the next few days. The Committee on Parks and Recreation passed unanimously the amended ordinance on November 6. Chicago is a regular stop on the Ringling Bros. and Barnum & Bailey Circus circuit and this ordinance would prohibit the use of any device or instrument being used with the intent to cause pain and injury, as well as prohibit the use of chains to confine elephants.

Chicago’s City Council, which is notorious for its flip flop ban and reinstatement on the sales of foie gras (pâté made from goose or duck livers) within the city limits, is ambivalent about its reputation as a humane city.

Last year extensive hearings were held on a proposed ordinance banning the use of a bull hook and other abusive treatment towards elephants. The current ordinance, which has been somewhat revised, is less specific on its ban of particular equipment, but will more generally address the issue of pain and injury to elephants who live within or merely visit the city.

If you do not live in Chicago, please call the Mayor’s office at (312) 744-3300 and let Mayor Daley know that protecting elephants—and all animals—is a good choice for Chicago.
