Support An Amendment to The Federal Animal Welfare Act
A proposed amendment to the federal Animal Welfare Act regulations would for the first time require research facilities, dealers and exhibitors to plan for emergency situations for the animals in their care.
Thousands of animals lost their lives during the 2005 Hurricane season, with 8,000 animals in laboratories at Louisiana State University alone, including mice, rats, dogs and monkeys. In 2001, 90,000 animals lost their lives at the Baylor College of Medicine’s research laboratories as a result of Tropical Storm Allison. Currently there are no requirements for emergency planning in the case of floods, loss of electricity and other disasters or how to carry out an evacuation and provide for the care of animals living in research facilities and even zoos.
The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) is soliciting comments on proposed regulations. The proposed regulations would require licensees to:
- Identify situations that would trigger the need for a contingency plan
- Outline specific tasks such as detailed animal evacuation instructions or shelter-in-place
- Identify a chain of command to accomplish these tasks
- Address how response and recovery will be handled in terms of materials, resources, and training needed.
