The Whale War Continues as Japan Rejects Appeasement Offer (2/3/09)
By Captain Paul Watson, Sea Shepherd Conservation Society
From Animal Welfare Institute:
Last year, we alerted you to the negotiations taking place behind closed doors over a whaling deal, with the U.S. front and center of the discussions. The “fruit” of the negotiations is a document that was released last Monday. Civil society is finally able to see that, as expected, a resumption of commercial whaling is part of this deal.
The U.S. Commissioner to the International Whaling Commission (IWC), Dr. William Hogarth, who is also the current IWC chair, has co-drafted Suggestions on the Future of the IWC. His compromise boils down to a non-binding agreement between the IWC and Japan to allow for a commercial quota of minke whales to be taken from Japanese waters in exchange for either a) a five-year phase-out in the number of whales killed by Japan under the guise of scientific research in the Antarctic (minke whales, humpback and fin whales); or b) an IWC quota of minke and fin whales taken for “scientific research” in the Antarctic, plus an IWC quota of minke, sei, Brydes and sperm whales hunted in the Western North Pacific for “research” purposes.
The compromise, which is being circulated ahead of a special IWC meeting in March, is the result of the U.S. and others bowing to pressure from Japan, Norway and Iceland – the last three commercial whaling nations – and their IWC allies. For more information see below.
We need you to tell the new administration to halt the U.S. role in this deal-making and to issue new instructions to the Bush-appointed Commissioner Hogarth until he is replaced.
WHAT YOU CAN DO:
Please write to President Obama, Secretary Clinton and the Secretary of Commerce respectfully requesting urgent action by the U.S. to:
Immediately halt compromises that would allow for a resumption of commercial whaling.
Rally IWC member nations to maintain and build upon the moratorium, eliminate loopholes in the IWC rules, and lead the evolution of the IWC into a 21st century whale conservation body.
Use political, economic and diplomatic influences to end all forms of commercial whaling including “scientific” whaling.
Reinstate the practice of appointing the Director of the National Oceanic and Atmospheric Administration (NOAA) as the United States IWC Commissioner.
