In this debate, we shall be taking a look at the important issue of Europe (the European Union), and particularly the European Communitys contribution to animal welfare.To argue the case for the EUs record and proposals for animal welfare, we publish, with permission, the notes prepared for a speech given by Commissioner David Byrne to the Inter-Group on Animal Welfare Strasbourg, 16 February, 2000
This will be followed by an article specially written for The Ark by UK Conservative MP, Sir Teddy Taylor, well-known Eurosceptic and supporter of animal welfare
