Citation: (0730hrs) After notification from Plant Manager that plant personnel had completed their morning pre-operational sanitation checks prior to the start of operations, I informed that I would be conducting a scheduled PBIS pre-operational inspection. My inspection resulted in the following noncompliant condition being identified and regulatory control action being taken. Processing Room - meat band saw rejected for use, meat and fat residues from previous use were found on the entire inner surfaces of the upper and lower saw blade support wheels; bone dust was observed on the top of the upper wheel cabinet. US Reject Tag issued #B19516064. Mr. was summoned to the room and notified of the equipment rejection, visually observing my findings. The noncompliance represents a failure by plant personnel in meeting the monitoring aspect of the establishments written SSOP Plan, page 1 part 1, A, also failing to meet the regulatory requirements of 9 CFR 416.13(c) and 416.4(a). A review of SSOP Form S-1 for this date showed no entries at time of inspection. Review of Noncompliance Record File in the gov't office shows one other documented pre -op noncompliance with similar root cause within the past 90 days.
416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.
416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
