Citation: At approximately 0950 hrs I observed the following non-compliances. While performing my regular inspection on goats that had been slaughtered I noticed that the belly fat from the lambs we had just finished slaughtering was gone. I asked the slaughter employees and they informed me that , a Halal slaughterer, had taken the lamb belly fat with him when he left. I looked at the Pre-shipment review records and there was no record of the lambs (lamb fat) being reviewed for shipment. While looking through the pre-shipment review records I also found that on 6/15/2010 the pre-shipment review for whole pigs was signed and it stated that all CCPs had been met, but there was no record of the temperature being recorded. The temperature of the product is the CCP that needed to be recorded and met for this record to be complete. Federal Regulation 9 CFR 417.5(b) states, "Each entry on a record maintained under the HACCP plan shall be made at the time the specific event occurs and include the date and time recorded, and shall be signed or initialed by the establishment employee making the entry." Federal Regulation 9 CFR 417.5(c) states, "Prior to shipping product, the establishment shall review the records associated with the production of that product, documented in accordance with this section, to ensure completeness, including the determination that all critical limits were met and, if appropriate, corrective actions were taken, including the proper disposition of product. Where practicable, this review shall be conducted, dated, and signed by an individual who did not produce the record(s), preferably by someone trained in accordance with 417.7 of this part, or the responsible establishment official. This document serves as notice of non-compliance within Federal Regulation 9 CFR 417.5(b) and 417.5(c).

Regulation:

417.5(b) Each entry on a record maintained under the HACCP plan shall be made at the time the specific event occurs and include the date and time recorded, and shall be signed or initialed by the establishment employee making the entry.

417.5(c) Prior to shipping product, the establishment shall review the records associated with the production of that product, documented in accordance with this section, to ensure completeness, including the determination that all critical limits were met and, if appropriate, corrective actions were taken, including the proper disposition of product. Where practicable, this review shall be conducted, dated, and signed by an individual who did not produce the record(s), preferably by someone trained in accordance with 417.7 of this part, or the responsible establishment official.
