Citation: While performing pre-operational inspection starting at 0705 hrs I observed the following non-compliances. In the processing area I observed the following: 1. several pieces of fat, fat build up and meat chunks on the floor. (Non-contact) 2. Fat build-up around the opening in the hopper on the patty machine. (Contact) 3. Small pieces of fat on the upper wheel of the band saw. (Non-contact) 4. Pieces of meat stuck in the cubing wheels of the cuber. (Contact) 5. Small pieces of meat and fat on the hooks used to bring product into the processing area. (Contact) 6. Fat residue and small pieces of fat in the inedible tubs. (Non-contact) In the slaughter area I observed the following: 1. There was still hair on the de-hairer used for the slaughter of swine from previous days use. (Non-contact) 2. There was build-up of fat residue on the front of the large final trim stand. (Non-contact) U.S. Reject tag B39878925 was used to reject the equipment in the processing room and U.S. Reject tag B39878926 was used to reject the equipment in the slaughter floor. I informed the persons performing the pre-operational inspection and they proceeded to re-clean the areas. After all of the above areas were re-cleaned I re-inspected the equipment and released it back to the establishment. This document serves as notice of non-compliance within Federal Regulation 9 CFR 416.13(c), 416.4(a) and 416.4(b). Past Similar NRs - Previous Ineffective Plant Actions: Failure to effectively clean and monitor the cleaning of the establishment. NR: 17-2011 dated 7/7/2011

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
