Citation: At approximately 0815 hrs I observed the following non-compliance.[newline][newline]The plant had separated the back bone from the rest of a carcass in a bovine over 30 months old. The back bone was left intact in 3 pieces for each side. The thoracic (rib) piece was observed missing from the rest of the backbone pieces for the over 30 month bovine. I asked the plants processing employees and if they knew where the missing piece was. They did not know where the piece was so I took a Regulatory Control Action and retained the backbone pieces using U.S. Retain Tag NO.B39879020. I informed that the piece needed to be found and accounted for.[newline][newline]After reviewing the records for the pre-shipment review of other parts of the over 30 month old bovine that was shipped on 03/03/2012 I found that the carcass had a pre-shipment review completed for the whole carcass including the vertebral column. The plant had not performed the process of removing the vertebral column as well as not completing the records for the removal of SRMs so therefore the whole carcass had not met the qualifications to have the pre-shipment review completed.
310.22(c) Specified risk materials must be removed from the carcasses of cattle, segregated from edible materials, and disposed of in accordance with §314.1 or §314.3 of this subchapter. The spinal cord from cattle 30 months of age and older must be removed from the carcass at the establishment where the animal was slaughtered.
417.5(c) Prior to shipping product, the establishment shall review the records associated with the production of that product, documented in accordance with this section, to ensure completeness, including the determination that all critical limits were met and, if appropriate, corrective actions were taken, including the proper disposition of product. Where practicable, this review shall be conducted, dated, and signed by an individual who did not produce the record(s), preferably by someone trained in accordance with §417.7 of this part, or the responsible establishment official.
