Citation: During a review of the associated records for PBIS 03JO2 for bovine slaughter on 12/23/2010 at Est.# 4265M, Locust Grove Farm the following noncompliance was observed. The verification recordings for the check of intervention spray was not recorded at the time of performance. The slaughter for the above date included 1 bovine and 7 ovine. Direct observation had been performed of the task by in plant inspection personnel and all associated product is still in house at the time of the records noncompliance observation. The MPI regulation states in part" (b) Each entry on a record maintained under the HACCP plan shall be made at the time the specific event occurs and include the date and time recorded, and shall be signed or initialed by the establishment employee making the entry." You are advised verbally and by this written document of your right to appeal and also advised that additional noncompliance of the same route cause could result in additional regulatory action by the USDA.

Regulation:

417.5(b) Reassessment of the hazard analysis. Any establishment that does not have a HACCP plan because a hazard analysis has revealed no food safety hazards that are reasonably likely to occur shall reassess the adequacy of the hazard analysis whenever a change occurs that could reasonably affect whether a food safety hazard exists. Such changes may include, but are not limited to, changes in: raw materials or source of raw materials; product formulation; slaughter or processing methods or systems; production volume; packaging; finished product distribution systems; or, the intended use or consumers of the finished product.
