Citation: During the course of the FSA, the EIAO observed the following during the pre-operational and pest control inspection: 1- Beef cooler showed black specs on rails, dirt on ceiling, and a rusty outside metallic cover of the [redacted]. The AC unit bottom frame presented a build- up of condensation which created an accumulation of water on the floor. Two ceiling panels over the [redacted] were loose. This is a noncompliance with 9 CFR 416.2 (b)(1). 2- RTE/Raw cooler showed the bottom frame of the AC cooling unit dripping water on over the wall, and creating little water accumulation on the floor. This is a noncompliance with 9 CFR 416.2 (d). 3- Residues (fat/meat) were blocking the drain and a piece of fat was found on the wall in the RTE/Raw cooler. This is a noncompliance with 9 CFR 9 CFR 416.4(b). .4- Vacuum machine presented fat and meat residue from the previous production. This is a noncompliance with 9 CFR 416.4 (a). 5- The firm is using [redacted] as a water disinfectant. Mr. (HACCP Coordinator) confirmed to the EIAO the use of treated water with [redacted] to clean and rinse FCS and NFCS in their cleaning operations. The establishment failed to provide any documentation showing the product is EPA registered or FDA approved. Therefore, the firm is not in compliance with 9 CFR 416.4(c) "Cleaning compounds, sanitizing agents, processing aids, and other chemicals used by an establishment must be safe and effective under the conditions of use. Such chemicals must be used, handled, and stored in a manner that will not adulterate product or create insanitary conditions. Documentation substantiating the safety of a chemical's use in a food processing environment must be available to FSIS inspection program employees for review". The establishment was unable to provide any information that this product is EPA registered; and approved. 6- Plastic tote containing meat with no label in the storage cooler. This is a noncompliance with 9 CFR 317.1(a) "When, in an official establishment, any inspected and passed product is placed in any receptacle or covering constituting an immediate container, there shall be affixed to such container a label," and also non compliant with 9 CFR 416.4 (d).

Regulation:

416.2(b) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.
