Citation: At approximately 7:00am it was observed that the establishment had conducted it's pre-operational inspection of the processing area for today's production (12/07/2010). I then conducted a scheduled pre-operational inspection (01B02) of the processing area. The grinder was randomly selected as the piece of equipment to perform this task on. Food residue was observed in the grinder throat (approximate size was 1/2 inch in length and 1/4 inch in width) adhering to the back wall of the grinder's throat approximately 2 inches above grinder auger cavity from the previous day's production. USDA REJECTED Tag # B15510610 was applied to the grinder and Mr. was informed of the findings and action taken. No product was involved as it was prior to production beginning in the establishment. This a failure to comply with regulations 9 CFR 416.13(a) and 416,4(a)

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
