Citation: At approximately 0700 hours it was observed that the establishment had conducted it's pre-operational inspection of the processing area for today's production (12/28/10). I then conducted a scheduled pre-operational inspection (01B02) of the processing area. The grinder was randomly selected as the piece of equipment to perform this task on. Food residue from the previous day's production was observed in the grinder hopper in four different location in the hopper. The approximate size was 1/4 inch to 1/2 inch in diameter. Two pieces were observe by the throat guard, one piece in the middle of the hopper on the control panel sided and one piece in back corner on the other side of the control panel. USDA REJECTED Tag # B21204384 was applied to the grinder and Mr. was informed of the findings and action taken. No production was involved as it was prior to production beginning in the establishment. This is a failure to comply with regulations 9 CFR 416.13(a) and 416.4(a) Past Similar NRs - Previous Ineffective Plant Actions: Personnel in charge was retrained and monitor for next two weeks NR: 31-2010 dated 12/7/2010

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
