Citation: During the performance of scheduled pro-operational inspection at 0800 hours I observed the following deficiencies on the slaughter floor. Blood and what appears to be manure from previous days production was observed on the blood pit wall, the head rack inspection area and the wall separating the hog stunning chute from the head inspection area. This is a failure to follow 9CFR 416.13(a) and 416.4(b) of the regulations which state respectively " Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP's before the start of operations. Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product." Mr. was informed of these noncompliance's and the areas were cleaned under supervision by IIC . No product was involved and slaughter had not begun for the day. Mr. was informed that failure to follow the regulations could result in further regulatory control actions taken.

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

416.4(b) ) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
