Citation: At approximately 1:20 pm Dr. Informed IIC [redacted] of her findings on the Offal unloading area in regards to the "blood pit". Dr. observed Flies and a large number of larvae on the walls and floating in the pooled water, blood combination in the bottom of the pit. IIC[redacted] went to check and witnessed the same. A records check revealed that this was not documented on the weekly observation of dry storage area, rear loading dock and building perimeter form. Or the operation checklist for today's date. This is a violation of 9CFR 416.2(a) which states "The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions." and 416.2(h)(3) which states "Refuse receptacles must be constructed and maintained in a manner that protects against the creation of insanitary conditions and the adulteration of product. was informed of this noncompliance and that continued failure to meet regulatory requirements could result in regulatory control actions.
416.2(a) Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions.
416.2(h)(3) Refuse receptacles must be constructed and maintained in a manner that protects against the creation of insanitary conditions and the adulteration of product.
