Citation: 313.2 Handling of Livestock (Hats Category III Water and Feed availability). At 0805 hours Dr. SPHV, while performing a DVMS humane handling assessment, was observing seven swine in 4 holding pens when he found the following noncompliance: Three swine in the two holding pens adjacent to the knock box did not have access to water. Full water pails were present in an area between the holding pens, but a metal sheet was blocking the swine’s access to the water pails. This fails to meet the regulatory requirement in 9CFR 313.2 which requires water to be available to livestock at all times. was notified and he immediately moved the full pails of water into the pens. stated that animal owners generally know to move these water pails into the pens, when animals are dropped off, but the owners of these animals did not. Plant owner, Michelle Solpietro was verbally notified of the noncompliance.

Regulation:

313.2(e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down.
