Violation:  416.13(c), 416.4(a), 416.4(b)

Citation: Approximately 0615 hours, after the establishment had performed their pre-operational sanitation inspection and prior to start of operation, I performed scheduled hands on procedure O1B02, in order to verify that the establishment was meeting the regulatory requirements of 416. The following non-compliances were observed: (i) Spin picking machine was observed with several feathers on the rubber fingers and on the lower portion of a picking machine inside the scalding room. (ii) I observed the table with few small pieces of organic material suspended in foamy watery liquid in processing room. (iii) Frame above the FSIS inspection table was observed with dust, cobwebs and pieces of fat from previous day's operation. . No product was involved at the time of inspection. Today's SSOP records indicate all the above non-compliances to be acceptable and release for production. I immediately took regulatory control action by applying US Reject Tag #B39907672 to the equipments. Plant QC manager Mr. was notified of above non-compliances. Similar non-compliance was documented on NR # 0016-2010-16239, dated 05/06/10. This document serves as written notification that your failure to comply with regulatory requirements could result in additional regulatory or administrative actions. This is a failure to comply with the following regulations 9 CFR 416.13(c) which states: Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP's. 416.4(a) which states: . 416.4(b) which states: Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
