Citation: At 1030 hrs I observed three Confucian-style long island ducks with establishment [redacted] wing tags in a holding bin in the cooler adjacent to the scalding room. This establishment [redacted] typically purchases Confucian-style long island ducks from establishment They have a HACCP plan to [redacted]. The HACCP form for [redacted] was not filled out for any day in the past month. This form involves monitoring of the CCP for temperature (less than [redacted] F). The establishment has also been notified that they must replace establishment [redacted]'s wing tags, with this establishment's wing tags when re-packing. The three ducks were retained with US Retained Tag No. B38033473. Plant owner, Shen Chen, was notified immediately of this non-compliance.

Regulation:

417.5(a)(3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made.

417.5(b) Each entry on a record maintained under the HACCP plan shall be made at the time the specific event occurs and include the date and time recorded, and shall be signed or initialed by the establishment employee making the entry.
