Citation: At 0725 hrs SPHV, and , FLS, observed the following non-compliance: On the second floor above the establishment's garage, we observed 2 pallets of the establishment's brown paper labeled bags (approximately 50 bundles). Immediately adjacent to these bags was a pile of rodent droppings over an area about 1 foot in diameter. Additionally there were approximately 26 boxes of wing tags all sealed but one box, which contained dusty wing tags of establishment number , the previous establishment in this facility. The entire upstairs area was filled with old boxes, papers, old mattresses, empty chicken cages, and other debris which is creating a harborage area for rodents. The pallets of bags was tagged with U.S Reject Tag No. B38264259. This area is not directly connected to the official establishment. No product was adulterated at this time. Past Similar NRs - Previous Ineffective Plant Actions: We will put in a door to the storage cooler by 1/31/11. We will also clean out the rest of the garage removing all garbage and cleaning the floors by 1/31/11. The exterminator came on 1/28/11. The exterminator will come in a month to the garage. We will retrain the employee who does the rodent checklist to look at the edges of the room. NR dated 1/27/2011
416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.
416.2(a) Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions.
416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
