Citation: At approximately 0630 hrs, SPHV and CSI observed the following Non-compliance: We observed that the establishment had already begun slaughtering the Squabs, but bypassed FSIS inspection, placed the wing tags on the birds and put them in a edible grey barrel that was full of water. We immediately notified production supervisor who stated that the birds were put in the barrel of water to remove any fecal contamination, and afterwards the birds were going to be placed on the inspection table for FSIS inspection. This is inconsistent according to the establishment's flow chart, and inconsistent as per federal regulations. Product was tagged with US Retain tag No. B38033469

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(a)(2) A flow chart describing the steps of each process and product flow in the establishment shall be prepared, and the intended use or consumers of the finished product shall be identified.

417.5(a)(1) The written hazard analysis prescribed in 417.2(a) of this part, including all supporting documentation;
