Citation: On Thursday, May 3, 2012, at approximately 0845 hours, SPHV Dr. and CSI observed the following non-compliance. While reviewing HACCP record for carcass chilling, Dr. noticed that time and temperature entry for lot#2 had been completed: time-in: 7:15, time-out: 8:25, temp (F): [redacted]. Upon conducting a temperature verification check on four randomly selected carcasses from lot#2, we found that three of the carcasses were still at 56 - 65 F, only one was at 40 F (Note: Establishment's calibrated #1 thermometer was used to verify the temperature; it was recently calibrated on 04/30/2012). This discrepancy between the record and actual temperature of carcasses was immediately brought up to the attention of production supervisor, Mr. who is also responsible for conducting CCP monitoring tasks. [newline]Mr. explained that he moved a portion of the lot#2 carcasses that had already reached to 40 F from the chill tank to the storage cooler, and then filled out the CCP record. He left the rest of the lot in the chill tank without realizing that the carcass temperature of the entire batch had not yet reached down to 40 F before completing the record. [newline]In the Establishment's HACCP plan, production lot for carcass chilling is stated as "[redacted] "; in other words, [redacted]; The CCP monitoring task for carcass chilling was observed not properly performed at the required frequecny. This was also brought up to the attention of plant owner, Mr. . [newline]This non-compliance is in violation of 9 CFR 417.2 (c)(4). Continued failure to meet the regulatory requirements would lead to further enforcement action.
417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
