Citation: At approximately 11:30 am on September 15, 2010 while performing and unscheduled PBIS task 06D01 the following noncompliances were observed. In the holding pen area the door that goes directly from the outside to the knocking pen on the kill floor has a gap along both sides of the door and at the bottom, these gaps are approximately 1/4 inch wide and the length of the door. There is a window in the wall beside the unloading ramp on the left side that that goes to the compressor room, the screen is damaged and a temporary piece of foam board is placed in the window and does not seal properly. There are several holes in the holding pen roof directly above the entrance to the runway. Mr. [redacted] was verbally notified of the above noncompliances. This is a violation of part 416.1 General rules. "Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated. 416.2(b) Construction (3) Walls, floors, ceilings, doors, windows, and other outside openings must be constructed and maintained to prevent the entrance of vermin, such as flies, rats, and mice". I then reviewed the NR file and found a similar noncompliance report. Past Similar NRs - Previous Ineffective Plant Actions: The paint and tile have been added to the P.I.P. list to be completed by November NR: 13-2010 dated 8/6/2010

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(b)(3) Walls, floors, ceilings, doors, windows, and other outside openings must be constructed and maintained to prevent the entrance of vermin, such as flies, rats, and mice.
