Citation: On March 17, 2011, while performing an unscheduled 06D01(sanitation performance standard) task at approximately 10:00 hours in and around establishment #08609, I observed the following non-compliance which are not food contact surfaces, but do create an insanitary condition within the plant; no product is involved. 1.On the loading dock there is an accumulation of paper, garden tools, unused equipment(metal trays, plastic inedible barrels, and metal staging racks). 2. The plastic strip between the dock loading doors and the inside building have a build-up of blood and other brownish color residues from previous day production. 3. Between the main building and storage trailer there is paper pieces, broken wood pallet pieces. 4. The drain leading inside the retail cooler in the processing area is missing a drain vent cover. 9 CFR 416.2 (a) states: Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. 9CFR 416.4 (b) states: Non-food contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product. 9 CFR 416.1 states: Each official establishment must be operated in maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated. I notified [redacted] of these deficiencies and that this record serves as notification that failure to comply with regulatory requirements could result in additional regulatory or administrative action.

416.2(a) Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
