Citation: On 5/3/2012 while performing a Sanitation Performance Standards in and around the establishment at 0900, I noticed the following deficiencies. There were no operations being conducted at this time and there was no product in the area thus there was no food contact safety hazard. These deficiencies do contribute to an insanitary condition in and around the plant.
1. Two outside ante-mortem pens had excessive water and manure buildup on the ground making them overly dirty for whatever animals would be entering the slaughter area.
2. In the slaughter area, attached to the "I" beam closest to the knocking box wall, above the metal door, is a railing and handrail that has an excessive amount of cobwebs attached to the frame. Also, there are cobwebs attached to the ceiling above and around the knocking box area adjacent to the outside pens.
3. Upon entering the back restroom I noticed cobwebs around the ceiling vent, the overhead pipe and in other areas of the ceiling and its corners. 9 CFR 416.4(b) states: Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product. 9 CFR 416.1 states: Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.
I notified of these deficiencies and that this serves as written notification that failure to comply with regulatory requirements could result in additional administrative and/or regulatory action.

416.2(b)(2) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
