Citation: At approximately 1015 hours while performing an 03J02 procedure , I [redacted], Inspector reviewed the HACCP plan for slaughter. In the Hazard Analysis at the "Bunging and Evisceration" Step it states that [redacted]. The SOP "PROCEDURE OF REMOVING SRM'S"states " [redacted] ". The establishment did not document the removal of the Distal Ileum or the tonsil's of the less than 30 month old Beef slaughtered on 1/19/2011 on the "checklist for SOP to Address BSE At Slaughter". The monthly verification that all procedures were performed and are effective was signed and dated as complete on 1/23/2011. This is a violation of 9CFR 310.22(e)(4)(i) which states" Procedures for the removal, segregation, and disposition of specified risk materials.(4)Record Keeping requirements. (i)Establishments that slaughter cattle and establishments that process the carcasses or parts of the cattle must maintain daily records sufficient to document the implementation and monitoring of the procedures for the removal, segregation, and disposition." of SRM's. CCP3 Critical Limits in the establishments Slaughter HACCP plan states " [redacted]" The establishment did not document a temperature for Variety Meats on the "Slaughter Monitoring Log, Carcass Chill Cooler CCP3. This is a violation of 9CFR 417.5(a)(3). I verbally notified [redacted] Plant Manager of the non-compliances.

Establishments that slaughter cattle and establishments that process the carcasses or parts of cattle must maintain daily records sufficient to document the implementation and monitoring of the procedures for the removal, segregation, and disposition of the materials listed in paragraph (a) of this section, and any corrective actions taken.

417.5(a)(3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made.
