Citation: On 08/15/2011 at 0710 while performing an unscheduled 01B02 task (SSOP Pre-operational Sanitation) to verify the establishments' pre-operational conditions, after plant inspection and prior to the start of operations, I observed the following noncompliance. In the killing area I observed a scabbard and three knives that had blood and grease smears on them from a previous days production. There was no retain tag applied, the scabbard and knives were cleaned and sanitized immediately. There was no product contamination due to this non compliance Regulation 416.13(c) states that "Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPs." Regulation 416.4(a) states that "All food contact surfaces, including food contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product." This document serves as written notification that your failure to comply with regulatory requirements could result in additional regulatory or administrative actions. You are also advised of your right to appeal this decision as delineated by 9 CFR 306.5 and or 381.95. No past similar NRs within the last 90 days.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
