Citation: HAT Category III-Water and Feed Availability: On 08-16-2010 at approximately 1215 hours while performing HAT Category III (Water and Feed Availability) verification activities in the barn I observed that the livestock (3 swine) in the back pen did not have access to water, thus failing to meet the regulatory requirements prescribed in 9 CFR 313.2 (e), which requires that water be available for livestock at all times. Mr. [redacted] was informed of the non-compliance and had water put into the pen in question. This document serves as written notification that your failure to comply with the regulatory requirements could result in additional regulatory or administrative action.


313.2(a) Driving of livestock from the unloading ramps to the holding pens and from the holding pens to the stunning area shall be done with a minimum of excitement and discomfort to the animals. Livestock shall not be forced to move faster than a normal walking speed.
