Citation: On this date 11/26/10, at approximately 0700 hours after plant's preoperational sanitation inspection, while performing preoperational sanitation verification (01B02), the following was observed: Scalding Area *clumps of hairs and organic residue from previous day production on the side panel of the one dehairer; Cooler 2 *dirt and organic residue in dark color on the top of double green canvas doors facing the kill floor; *organic residue on various areas of same canvas doors facing the cooler; *dust and dirt accumulated around all the fences of the cooling unit and fan guards; *rust forming on all cooling unit fan guards; *One dressed hog carcass was inside this cooler at the time of the observation. [redacted] slaughter supervisor, was informed of the noncompliance. Immediate corrective action was initiated on the dehairer only. Mr. [redacted] informed that the cooler 2 is not-in-used today. The establishment's preoperational sanitation monitoring log for this date has no documentation reflecting to the aforementioned findings. This is a failure of 9 CFR 416.1, 416.3(a), 416.4(b), and 416.4(d).

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.3(a) Equipment and utensils used for processing or otherwise handling edible product or ingredients must be of such material and construction to facilitate thorough cleaning and to ensure that their use will not cause the adulteration of product during processing, handling, or storage. Equipment and utensils must be maintained in sanitary condition so as not to adulterate product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
