Citation: At 0600 hrs on the 28th of July, while performing preoperational sanitation verification (01B02), I observed the following noncompliance: Blood Room * one live fly inside a white plastic container used to package blood (food-contact-surface); * one live small winged insect inside a green plastic container used to catch blood (food-contact-surface); * no identification on the green plastic container used to catch blood; Cooler #4 * dirt and grime inside the stainless steel sink on the left side upon entering the cooler.[redacted] slaughter supervisor, was advised of the aforementioned noncompliance. The plant's daily sanitation monitoring reports has no documentation reflecting the insanitary conditions. In addition, the plant's Sanitation SOP, preoperational sanitation section states that [redacted] 9 CFR 416.13(a) states that each official establishment shall conduct the preoperational procedures in the Sanitation SOP's before the start of operations. 9 CFR 416.4(a) states that all food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product. 9 CFR 416.4(b) states that non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product. 9 CFR 416.2(a) The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions. Subsequently, the two plastic containers in the blood room were cleaned and sanitized immediately; the one plastic container was properly labeled. The sink in cooler #4 was also cleaned and sanitized immediately. No official control action required.

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.2(a) Grounds and pest control. 416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
