Citation: At 0600 hrs on the 9th of April, after the plant concluded their preoperational sanitation inspection, while performing preoperational sanitation verification, I observed the following noncompliance:
* organic residue on several knives and 3 scabbards hanging in the storage room (food-contact-surface).
[redacted] slaughter supervisor, was advised of the aforementioned noncompliance. The plant's preoperational sanitation monitoring log has no documentation reflecting the insanitary conditions. In addition, the plant's Sanitation SOP, preoperational sanitation section states that [redacted] This is a failure of 9 CFR 416.13(a) and 416.4(a).
Subsequently, the knives and scabbards were cleaned and sanitized immediately.

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
