Citation: On June 25, 2010 at approximately 0500 hrs, I performed ISP procedure code 01B02, pre-operational sanitation inspection. This inspection was conducted after the establishment's pre-operational sanitation inspection and prior to production. During my inspection, the following noncompliance was noted in RM #131- Cut Pack Off: 1.) Meat/fat particles and organic residue from previous days' operation were noted on the top surface (product contact surface) of packaging table #1. In addition, the underside frame of this table was coated with organic residue from previous days' operation. This packaging table was rejected with U.S. Reject/Retain Tag # B31830191. 2.) The underside framework of packaging table #2 and table #3 were noted to be coated with numerous meat/fat particles and organic residue. In addition, soiled packaging paper was noted on the surface of table #2 and table #3. These tables were rejected with U.S. Retain/Reject Tag # B31830187. 3.) The shelving racks used to store packaging material were noted to be maintained in an insanitary condition. More specifically, soiled cardboard boxes (moist with meat/fat residue from previous days operation) were noted on the shelves. In addition, meat/fat residue and dried meat/fat juices were noted on the packaging material within the cardboard boxes. This area was rejected with U.S. Retain/Reject Tag #B3183093. Mr. [redacted] was notified of the noncompliance insanitary condition, failure to meet the Meat and Pouty Regulation 416.13(a) and 416.13(c), and failure to execute the establishments SSOP. The SSOP, signed and dated on 09/28/09 states: "[redacted] . These procedure will result in clean facilities, equipment and utensils that are free of any soil, tissue debris, chemical or injurious substance that could contaminate a meat or poultry product." A review of the establishment's pre-operational sanitation records produced on 06/25/10 indicated that these deficiencies were not observed/documented on the establishment's records.


416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.
