Citation: On June 28, 2010 at approximately 07:30 hours while performing ISP procedure code 03J02 slaughter, the following noncompliance was observed in the establishment's slaughter room: the slaughter HACCP plan [redacted]. Upon examination of two carcasses immediately after CCP 1B fecal was found. The first carcass had fecal material located on the foot. The fecal matter was linear in appearance, 1" in length and appeared to be streaked. The following carcass had two areas of fecal material and/or ingesta in the inside, extending 5" x 3" and covering the vertebral column as well as musculature. The fecal material in all cases was tan/brownin color, and fribrous in texture. In both cases, plant personnel were immediately notified of these failures, and were instructed to trim the contaminated areas. The employees did so. No product contaminated, adulterated, or other injurious to health entered commerce, and therefore no regulatory control action was taken. Slaughter floor supervisors were notified of this noncompliance. This noncompliance is a failure to meet Est. 9520 HACCP Slaughter Plan, and the Meat & Poultry Regulations 310.18 and 417.2 (c) (4). This document serves as written notification that failure to meet the regulatory requirements could lead to further regulatory and/or administrative action.


310.18(a) Carcasses, organs, and other parts shall be handled in a sanitary manner to prevent contamination with fecal material, urine, bile, hair, dirt, or foreign matter; however, if contamination occurs, it shall be promptly removed in a manner satisfactory to the inspector.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits
