Citation: On November 11, 2010 at approximately 0810 hrs, I performed ISP procedure code 03J01, slaughter. While verifying the monitoring and recordkeeping requirements, the following noncompliances were noted: 1.) The establishment's slaughter HAAP plan [redacted] The establishment's HACCP plan specifies that [redacted] At 0730 hrs, establishment personnel performed the monitoring of CCP 1 three process steps past the Q.C. trim defect step (including a carcass wash). The establishment failed to conduct the monitoring procedure as specified in the HACCP plan. 2.) At 0805 hrs, a review of the establishment's zero tolerance form, Kill Floor CCP Monitoring Form , indicated a single entry made by establishment personnel at 0600 hrs with no deficiencies documented. After returning to check this form at approximately 0830 hrs, I observed two additional entries added to the form at 0730 hrs and 0810 hrs with no deficiencies documented. The establishment failed to make the entries at the time the specific event occurred. Mr. [redacted] Kill/Cut Supervisor, was notified of the noncompliance and failure to meet the Meat and Poultry Regulations 417.2(c)(4) and 417.5(b).


417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;

417.5(b) Each entry on a record maintained under the HACCP plan shall be made at the time the specific event occurs and include the date and time recorded, and shall be signed or initialed by the establishment employee making the entry.
