Citation: On November 30, 2010 at approximately 0445 hrs, I performed ISP procedure code 01B02, pre-operational sanitation inspection. This inspection was conducted after the establishment's pre-operational sanitation inspection and prior to production. During my inspection, the following noncompliances were noted in RM #110 - Kill Floor: 1.) Flaking/peeling paint and rust was noted on the overhead I-beam extending from polisher #2 to the head drop station (start of the viscera table). 2.) A heavy build-up of black grease was noted on the surface of the overhead rail/chain inside of polisher #1 and polisher #2. Mr. [redacted] Supervisor, was notified of the noncompliance, insanitary conditions, and failure to meet the Meat and Poultry Regulations 416.2(b)(1) and 416.4(b).

Regulation:

416.2(b)(1) Construction. Establishment buildings, including their structures, rooms, and compartments must be of sound construction, be kept in good repair, and be of sufficient size to allow for processing, handling, and storage of product in a manner that does not result in product adulteration or the creation of insanitary conditions.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
