Citation: On this day, Wednesday, December 08, 2010, at approximately 1700 hours, while performing ISP procedure code 01C02, I observed the following noncompliance's in the Raw Holding Cooler # 125: When you enter the raw cooler and go all the way back to your right, I observed Stainless steel Shovels and Forks which are used to handle edible Product laying on top of two wooden pallets ( product contact). Large broken pieces of the wooden Pallet laying in the same area as the Shovels and Forks. On the shelf, there was a Stainless steel strainer, which contained a small pipe, the strainer was covered with product residue. Small white plastic container sitting on shelf with what looks like parts from a small grinder, sitting in a unidentified liquid. the grey lug pans that hold the seasoning for Sausage also on the shelf, were covered with product residue, both inside and out, also observed Black mold on the outside rim of these same grey lug pans. One grey tub contained what appeared to be seasoning that was spilled in the tub and other bags of seasoning were thrown on top of the loose seasoning. An unidentified liquid was on the surface of the shelf where the grey tubs of seasoning are stored. A white 5 gal bucket sitting directly on the floor with Pork that has been cryo-vaced, the bucket was covered with product residue on both the inside and outside of the bucket. Directly to your left when you enter the cooler, I observed trash build-up in the corner next to the shelf,( wood, glove, green pad and plastic bags.) The inside of the door and around the handle was covered with old product residue. I rejected the raw cooler # 125 with USDA reject tag # B19 588855 and informed Mr. [redacted] 2nd shift Production Supervisor. The above mentioned noncompliance's are in direct violation of the Meat and poultry regulations 416.13(c), 416.4(a) and 416.4(b) and in noncompliance with the Est. written SSOP plan, dated 9/28/09. on Page #7 under the heading of Operational Sanitation Procedures, Items #3 and #6. This document serves as written notification that your failure to comply with regulatory requirements could result in additional regulatory or administrative action as outlined in 9 CFR500.4.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
