Citation: On February 28, 2011 at approximately 0445 hrs, I performed ISP procedure code 01B02, pre-operational sanitation inspection. This inspection was conducted after the establishment's pre-operational sanitation inspection and prior to production. During my inspection, the following noncompliances were noted in RM #138- Cut Pack Off: 1.) Stored packaging materials/ paper wrappings (loin packaging paper) that contacts edible product were noted to be soiled with meat/fat juices and dried particles of meat/fat from previous days' operation. Upon direct observation, the soiled packaging material was disposed of by the establishment, therefore no U.S. Retain/Reject Tag was issued. 2.) An accumulation of dried/encrusted product residue and particles from previous days' operation was noted on the underside surface and legs (non-product contact surfaces) of packaging table #1. This table was immediately rejected with U.S. Retain/Reject tag #B31837610. Mr. [redacted] was notified of the noncompliance, insanitary conditions, failure to meet the Meat and Poultry Regulations 416.13(a) and 416.4(b), and failure to execute the establishment's SSOP. The SSOP, signed and dated 01/24/11, states the following: " [redacted] ."

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
