Citation: On November 16, 2011 at approximately 0450 hrs, I performed Pre-op SSOP Review and Observation. This task was performed after the establishment’s pre-operational sanitation inspection and prior to the start of production. During my inspection, I observed the following noncompliances in RM #139 – Cut Floor:

1.) Multiple particles of meat/fat from previous days’ operation, ranging in size of approximately ¼” and smaller, a build-up of encrusted product residue from previous days’ operation, and numerous unidentified black particles ranging in size from approximately 1/8” and smaller were noted on the belt surface of the overhead loin conveyor (6042 Incline). This is a product contact surface. The conveyor belt (6042 incline) was immediately rejected with U.S. Retain/Reject Tag # B31837662.

2.) An accumulation of encrusted product residue from previous days’ operation was noted on multiple areas on the belt surface of the overhead conveyor (5029 incline). The inside surface of the stainless steel side plates (used to prevent product from falling) were noted to have product residue from previous days’operation on their respective surfaces. The belt and side plates are product contact surfaces. The conveyor belt (5029 incline) was immediately rejected with U.S. Retain/Reject Tag # B31837663.

3.) Multiple particles of meat/fat, ranging in size from approximately ¼” and smaller, and product residue from previous days’ operation were noted on the ham line trim conveyor belt (3253). This is a product contact surface and the belt was immediately rejected with U.S. Retain/Reject Tag # B31837651.

4.) Discarded blue gloves, an apron, and numerous debris, were noted on the cut room floor adjacent to jowl slasher machine.

Mr. [redacted] Supervisor, was notified of the noncompliances, insanitary conditions, failure to meet the Meat and Poultry Regulations 416.13(a), 416.13(c), 416.4(b), and failure to execute the establishment’s SSOP. The SSOP, signed and dated 01/24/11, states the following under pre-operational sanitation procedures: “ [redacted] ”.

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
