Citation: On November 18, 2011 at approximately 0505 hrs, I performed Pre-op SSOP Review and Observation. This task was performed after the establishment’s pre-operational sanitation inspection and prior to the start of production. During my inspection, I observed the following noncompliances in RM #139 – Cut Floor:

1.) Multiple particles of meat/fat ranging in size from approximately ¼” and smaller were noted on the ham line trim conveyor belt (3253). In addition, small particles of meat/fat from previous days’operation were noted in the stainless steel product chutes. The floor underneath this belt was noted to be coated with numerous particles of meat/fat from previous days' operation .The ham line conveyor belt is a product contact surface and the belt and chutes were immediately rejected with U.S. Retain/Reject Tag # B28353438.

2.) The belt of the belly skinner and inside housing compartment of the belly skinner were noted to contain multiple particles of meat/fat, ranging in size from approximately ¼” and smaller, and product residue from previous days’ operation. The belly skinner was cleaned and sanitized under my direct observation; therefore no U.S. Retain/Reject Tag was issued.

Mr. [redacted] Supervisor, was notified of the noncompliance, insanitary conditions, failure to meet the Meat and Poultry Regulations 416.13(a), 416.13(c), and 416.4(b), and failure to execute the establishment’s SSOP. The SSOP, signed and dated 01/24/11, states the following under pre-operational sanitation procedures: “ [redacted]”.

A previous noncompliance UGA4712112016N/1 was issued on 11/16/11 for the same root cause. At this time, the establishment has not provided a written response regarding noncompliance UGA4712112016N/1.

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
