Citation: On January 13, 2012, at approximately 06:30 hours, while verifying HATS Categories II. Truck Unloading and VI. Electric Prod/Alternative Objective Use, the following noncompliances were observed:[newline] [newline]1. I observed excessive vocalization of the pigs being driven off the truck as well as the same pigs being moved at an excited pace (livestock being moved faster than a walking speed).[newline]2. I overheard excessive squealing. Upon entering the barn for further investigation, I observed the plant driving pigs using excessive force. More specifically, the implement was being used to strike several agitated animals. Implements used to drive animals shall be used as little as possible in order to minimize excitement.[newline] [newline]The establishment failed to comply with federal regulatory requirements 9 CFR 313.1, 313.2(a) and 313.2(b). Barn Supervisor and Slaughter Supervisor, Mr. [redacted] and Mr. [redacted] were notified respectively. The establishment provided immediate verbal corrective actions. Therefore, no regulatory control action was taken. At this time, ante-mortem inspection resumed. No animals observed sustained injuries as a result of this noncompliance.

Regulation:

313.1(a) Livestock pens, driveways and ramps shall be maintained in good repair. They shall be free from sharp or protruding objects which may, in the opinion of the inspector, cause injury or pain to the animals. Loose boards, splintered or broken planking, and unnecessary openings where the head, feet, or legs of an animal may be injured shall be repaired.

313.2(a) Driving of livestock from the unloading ramps to the holding pens and from the holding pens to the stunning area shall be done with a minimum of excitement and discomfort to the animals. Livestock shall not be forced to move faster than a normal walking speed.
