Citation: At Approximately 1830 Hrs, in the raw by-product dumping area, outside the Production office, a production Employee was observed standing on the empty Vat Dumper, and picking up approximately 8 raw Pork neck bones that fell out of the Vat and unto the Base of the Vat Dumper and picking them up and throwing them on the Table with the edible neck Bones. I immediately retained the by-product table which contained approximately 741 lbs of neck Bones with USDA retain tag # B 24763833 for direct Product contamination. At approximately 1840 hrs, I observed in the Product thawing area, 3 Vats that were still in unsanitary condition, I observed Product residue in these 3 Vats and Product residue and fat on the Plastic air pipes they have in the Vat to agitate the water, I verbally rejected the 3 Vats, and informed Mr. [redacted] 2nd shift Production Supervisor of both above mentioned noncompliance. I further observed 2 Pallets of frozen Pork Picnic's sitting in the thawing area in front of the Vats that I rejected, on the top layer of the 2 pallets I observed numerous loose particulate of foreign material. There were racks of raw product sitting ready to go into the Smokehouse sitting within 3 to 4 feet of these 2 pallets. I also informed Mr. [redacted] of this issue, he removed the pallets from the Production area and cleaned them off in my presence.  I reviewed the SSOP operational monitoring sheet, and neither the contaminated Pork Neck bones or the unsanitary Vats were documented prior to my findings.

Regulation:

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
