Citation: At approximately 0915 hrs, while conducting the review and observation component for the humane handling verification task, I noted the following deficiency. I was conducting a walk through of the outside animal holding pens. I noted that one pen contained a hog and a second pen contained three cattle. The pen containing the hog did not contain a water bucket or water delivery device. The pen containing the cattle had an empty water bucket that was hooked on a rail that was not accessible to the cattle. The animals appeared to be in good condition and were not in any noticeable discomfort. This is a noncompliance of 9CFR 313.2(e). Mr. [redacted] (production manager) and Mr. Ron Rosenberry (Owner) were notified of the noncompliance. The topic concerning water and feed availability to all animals held at an establishment was previously discussed and documented in an MOI dated November 9th, 2011.

Regulation:

313.2(a) Driving of livestock from the unloading ramps to the holding pens and from the holding pens to the stunning area shall be done with a minimum of excitement and discomfort to the animals. Livestock shall not be forced to move faster than a normal walking speed.
