Citation: At approximately 0730 hours, while reviewing the establishment's HACCP Records, executing the Record Keeping Component and completing the review and observation procedure, for the period of 11/28/11 to 12/2/11, in order to verify that the establishment was meeting the regulatory requirements of regulation 417. The following non-compliances were observed while reviewing the records for [redacted]): I observed establishment failed to document the verification procedure such as: direct observation and record review at the frequency specified in the HACCP plan. This is a failure to comply with the HACCP plan which clearly states: [redacted] I immediately notified plant management of my observations Mr. (production manager). Similar non-compliance was documented on NR#OHF2218091725N/1, dated 09/25/11. I also informed plant management at this meeting that continued failure to comply with these regulatory requirements will lead to further enforcement actions. [newline][newline]This is a failure to comply with the following regulations: [newline][newline]417.5 (a) (3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made. [newline][newline]417.2(c) (4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits; [newline][newline]417.5(b) each entry on a record maintained under the HACCP plan shall be made at the time the specific event occurs and include the date and time recorded, and shall be signed or initialed by the establishment employee making the entry.
