Citation: HATS Category VIII-Stunning Effectiveness[newline] [newline]On June 7, 2012 at approximately 0600 hours while observing stunning as part of a Livestock Humane Handling Verification task, I observed the following noncompliance.  A steer was stunned with a captive bolt and the first blow hit the steer but was not effective in producing unconsciousness.  The steer was immediately stunned with a backup captive bolt which was effective in producing unconsciousness.  Bob Bowman, plant owner, was informed of the noncompliance.  The establishment is not complying with 9CFR 313.15(a)(1) which states “The captive bolt stunners shall be applied to the livestock in accordance with this section so as to produce immediate unconsciousness in the animals before they are shackled, hoisted, thrown, cast, or cut. The animals shall be stunned in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort.”  This document serves as written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action.

Regulation:

313.15 Application of stunners, required effect; handling. The captive bolt stunners shall be applied to the livestock in accordance with this section so as to produce immediate unconsciousness in the animals before they are shackled, hoisted, thrown, cast, or cut. The animals shall be stunned in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort.
