Citation: Today, May 23, 2012 at approximately 0830 hours while performing a scheduled Pre-Op SSOP Review and Observation task, I observed the following noncompliance. During my pre-op procedure of the Offal tray, I observed particles of fat and what appeared to be dried blood that was greasy feeling to touch. There was also a knife that had dried blood and meat particles on the blade close to the handle from the previous days production. Plant records indicated that they had already completed their pre-op procedures. I took a regulatory control action and tagged the tray and knife with U.S. Rejected Tag No. B-9331931. Mr. [redacted] was notified verbally, and immediately recleaned the items and presented it for reinspection. It was found to be acceptable and the tag was removed. No product was involved, production had not yet begun. I reviewed the NR file and found no recent non-compliance report of this nature. Mr. [redacted] is being notified in writing with this document.

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.14 Each official establishment shall routinely evaluate the effectiveness of the Sanitation SOPís and the procedures therein in preventing direct contamination or adulteration of product(s) and shall revise both as necessary to keep them effective and current with respect to changes in facilities, equipment, utensils, operations, or personnel.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
