Citation: At approximately 1100 while performing the recordkeeping component of the unscheduled 03J02 procedure, the following noncompliance was observed. Plant management could not provide on-going supporting documentation that the Slaughter CCP's are being effectively implemented to show process control is being maintained, and to support their determinations made in the Slaughter hazard analysis that [redacted]. In addition, the establishment has not addressed the potential known hazard of E. coli O157:H7 at the historically appropriate processing step of Fabrication in the Raw Not Ground hazard analysis. Plant management was unable to meet the regulatory requirements of 9 CFR 417.2(a)(1), which states (a) Hazard Analysis. (1) Every official establishment shall conduct or have conducted for it, a hazard analysis to determine the food safety hazards reasonably likely to occur in the production process and identify the preventive measures the establishment can apply to control those hazards. The hazard analysis shall include food safety hazards that can occur before, during, and after entry into the establishment. A food safety hazard that is reasonably likely to occur is one for which a prudent establishment would establish controls because it historically has occurred, or because there is a reasonable possibility that it will occur in the particular type of product being processed, in the absence of those controls. And, plant management was unable to meet the regulatory requirements of 9 CFR 417.5(a)(1) which states: (a) The establishment shall maintain the following records documenting the establishment's HACCP Plan: (1) The written hazard analysis prescribed in Sec. 417.2(a) of this part, including all supporting documentation. Plant management was notified verbally that this document serves as written notification that failure to implement immediate/corrective actions and further planned/preventative actions may result in this agency initiating further actions at this establishment. Mr. [redacted] is also advised of his right to appeal this decision as delineated by 306.5 and/or 381.35 of 9 CFR.
