Citation: On Tuesday 09/20/2011 at approximately 0400 while performing an unscheduled pre-operational sanitation verification before the start of operation at establishment 09715 and after the establishment performed their own pre-op inspection and was documented acceptable on the SSOP form, I observed the following food contact surface non-compliance. No product was involved. The butcher table on the slaughter floor had small black pieces of debris/dust particles on the white butcher block (food contact surface) as if something was placed on the table after it was cleaned. Mr. [redacted] was immediately notified of the issue and he recleaned and sanitized the table, therefore no U.S Rejected/Retained tag was used. These conditions are non-compliance's of regulations 416.13(c), each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP's. 416.4(a) all food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product. Mr. [redacted] was notified verbally and in writing of this non-compliance. I checked for similar NR's and none were found. This document serves as written notification that you're failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action." You are hereby advised of you're rights to appeal this decision as delineated by 306.5 and/or 381.35 of 9CFR.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
