Citation: On 8/12/10 at approximately 0700 hours , while performing procedure code 04C02 I observed that the large livestock pen had been divided using a steel gate , there were 2 beef animals in the rear area of the pen who did not have access to water . This is a noncompliance with the Humane handling regulations 313.1. All animals must have access to water at all time when in the livestock holding areas. There was no indication that the plant observed this noncompliance prior to notification by FSIS. Failure to control this type of noncompliance could result in further regulatory and or administrative control measures. slaughter operations were not allowed to start until noncompliance was corrected.


313.1(a) Livestock pens, driveways and ramps shall be maintained in good repair. They shall be free from sharp or protruding objects which may, in the opinion of the inspector, cause injury or pain to the animals. Loose boards, splintered or broken planking, and unnecessary openings where the head, feet, or legs of an animal may be injured shall be repaired.
